The State of Animal Welfare in the Philippines

Small Wins, But a Long Way to Go

We can say that Animal welfare in the Philippines is improving, but there’s still a lot of work to do. We now have stronger laws like the Animal Welfare Act, and more people are becoming aware of how animals should be treated.


You can see it in small ways. More Filipinos are talking about responsible pet ownership, more are supporting rescues, and more communities are opening up to programs like spay and neuter (kapon), vaccination drives, and adoption efforts.


It’s not perfect, but it’s a step forward.


The Reality We Still See Every Day

At the same time, the problems are still very real.

Stray animal overpopulation in the Philippines continues to grow, especially in areas with limited access to veterinary care. Without regular kapon programs, more animals end up on the streets, and shelters quickly become overcrowded.

Even with laws in place, enforcement doesn’t always happen the way it should. Some cases of neglect or abuse are overlooked, and that’s something we still need to improve on.


Change Starts in the Community

One thing we’ve learned at AKF is that real change doesn’t just come from policies. It comes from people.

When communities support stray-centered programs, adoption drives, and education campaigns, you start to see real impact. More people choosing to adopt, not shop, more pet owners becoming responsible, and more animals getting a second chance.

These may seem like small actions, but they matter more than people think.


Where Do We Go From Here?

Improving animal welfare in the Philippines isn’t something that happens overnight. It takes time, effort, and people working together.


Here at Animal Kingdom Foundation, we continue to push for more accessible services, stronger awareness, and better protection for animals. There’s still a long way to go, but we’re hopeful because more people are starting to care.


And sometimes, that’s where real change begins.
